Full Journal pdf1999-05-19 Senate Journal Page 1713 The Secretary read the following: Proclamation Under the authority of art. II, sec. 9, and art. III, sec. 17, of the Alaska Constitution, and in the public interest, I call the Twenty First Legislature of the State of Alaska into its first special session at Juneau, Alaska, in the legislative chambers on May 20, 1999, at 1:00 p.m., to consider: (1)HCS CSSB 32(FIN) which proposes the enactment of laws making and amending appropriations and reappropriations; making and amending appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund and (2)SCS CSHB 231(FIN) which proposes the enactment of laws relating to deposits to the Alaska Permanent Fund from mineral lease rentals, royalties, royalty sale proceeds, net profit shares under AS 38.05.180(f) and (g), federal mineral revenue sharing payments received by the state from mineral leases, and bonuses received by the state from mineral leases, and limiting deposits from those sources to the 25 percent required under art. IX, sec. 15, Constitution of the State of Alaska; relating to income of the Alaska Permanent Fund, to the Alaska Income Account, and to Permanent Fund dividends; authorizing an advisory vote on a long term financial plan for the state; (3)CSHB 232(FIN) which proposes the enactment of laws making a special appropriation from the budget reserve fund under art. IX, sec. 17(c), Constitution of the State of Alaska, to the Alaska Income Account; (4)The adoption of a resolution creating a task force to analyze additional revenue sources available to implement a long term financial plan for the state.
